About two hours of the time of the upper branch was consumed in debating the Britt bill for the election of county boards of edu cation by vote of the people in the various counties, the same question that was argued for nearly four hours in the House when a similar bill was killed. Senator Britt made the principal speech for the meas ure, and his efforts-were seconded by Senator Starbnck. ' Senator Blow and Manning delivered the main philippics in opposition. No action was reached, and the matter went over till Friday, when it took two hours oi debate for the Senate to reach a vote with the result that the bill was killed overwhelmingly on a strictly party vote. The House judiciary committees recommend electricution of con demned criminals. Stone, finds a railroad crossing the entire Appalachian range on a half of one per cent, grade, or a maxi mum of twenty-six feet to the mile against southbound freight. This road, of course, was built primari ijr iur carrying coai, its owners owning great coal deposits under the name of the Clinchfield Coal Corporation. It brings the largo and rapidly increasing number of manufacturing establishments in the piedmont section into immedi ate touch with coal fields which until its completion were commer cially quite inaccessible. "To manufacturing establishments such as textile mills, whose trend is al ways toward the South," says The Record's writer, "high-grade coa at low cost for power production is a most important item. At present coal is obtained either o an inferior quality at a low price or of a good quality at a high price, this being due to the fact that the high-grade coal mines are located beyond the Blue Ridge mountains.
